The goal is to bring safeties, hanging defenders, or possibly cornerbacks closer to the ball and the line of scrimmage to help defend quick passes.  That will then set them up for later in the game.

A few of the plays he uses to bait the backs are quick screens (either to receivers or running backs.  On these plays, he coaches the quarterback to get the ball out quickly.  "Grip it and rip it," even if he doesn't have the laces.
